Planting - As with tree protection ordinances, the general objective of tree planting <br /> ordinances is to ensure an appropriate and attractive population of trees. Tree <br /> planting ordinances should concentrate on adding trees as new areas are developed. <br /> The City could require developers to plant a specified number of trees of acceptable <br /> species and sizes. Consistency must be maintained with zoning ordinances <br /> concerning such things as land use, setback from curb face to building, spacing and <br /> tree canopy density. <br /> Planting requirements have two basic applications. First, trees buffer incompatible <br /> use zones such as industrial and residential, or residential and commercial. Second, <br /> trees enhance the livability of new residential neighborhoods. Because mandatory <br /> tree planting provisions apply only to lands being developed, a small percentage of <br /> the overall tree population is affected, making monitoring and implementation <br /> relatively easy. <br /> Urban Growth - In anticipation of urban growth, the City of Eugene can and should <br /> bring tree considerations into areas outside the city limits but within the Urban <br /> Growth Boundry <br />
