IEDUCATT[ON AND IPOUCY
Tree Commission
Eugene's Tree Commission, established by City Ordinance in 1985, seeks to set the
scope and direction of the city's future urban forestry program. The Commission's
role is advisory to City Council and to the City staff.
The current Tree Commission includes a representative from the City Council, the
City Planning Commission, the Joint Parks Commission, School Districts 4J and
Bethel, and Eugene Water and Electric Board. The six at -large representatives
currently includes an urban forestry consultant, a tree surgeon, real estate broker,
forest planner, landscape designer / educator, and neighborhood organizer. Staff
representation includes the Parks Services Superintendent, City Arborist, Parks
Landscape Architect, members from the Public Works and Planning Departments,
and other staff support as necessary.
Eugene's urban forestry staff (one city arborist and four tree trimmers) implements
the City's current and limited program. The Tree Comission assists with planning,
policy development and public education.
The tasks of this and future tree commission may include:
0 Resident interest surveys,
A Community needs assessment,
A Development of funding strategies,
A Tree inventory/condition surveys,
0 Preparation of long -range and current year plans,
0 Goal and policy development,
A Public education and involvement,
A Development or update of tree ordinances,
A Support for program budgets,
0 Selection of project sites,
A Coordination with public and private agencies, and
A Program evaluation
The Tree Commission is not incorporated as a tax- exempt, non - profit organization
for the pursuit of private funding. However, the Eugene Parks Foundation,
established in 1986, is the vehicle for receipt of money from private sources.
The Tree Commission helps promote Eugene's tree program by educating and
motivating the City Council, City staff, and the general public to support urban
forest management. However, like a tree, an urban forestry program grows slowly,
taking time to reach maturity. Results may take several years to become visible.
