ing a balance between work necessary for public safety and work primarily for aesthetic <br /> purposes. <br /> BACKGROUND <br /> The Arboriculture Section is responsible for providing all tree related services within <br /> City parks and right -of -way. This includes: tree planting, trimming and removal on <br /> streets and in City parks; hazard abatement; City code enforcement; and various special <br /> projects which fall to the section due to available equipment. (Appendix 1) The <br /> Section provides services to a wide variety of customers, both within the City organiza- <br /> tion and within the community at- large. These customers include: property owners <br /> (both commercial and residential); users of the public right -of -way; other City depart- <br /> ments; other sections of PARCs; and the City Council, principally through the Mayor's <br /> Tree and Beautification Commission. (Appendix 2) <br /> The Section has traditionally offered its non - emergency services to external customers <br /> on a "first -come first-served" basis. The Section does no advertising of its services, <br /> referrals are through w or f -mouth and a number of annual repeat customers. The <br /> majority of calls from the community involve tree pruning. In the last several years, the <br /> Section has experienced a steady increase in the number of incoming work requests. <br /> As the staff resources available have remained constant, a resulting backlog of requests <br />
