Unlike other developments, it does not <br /> necessarily adhere to normal City Code requirements such as setbacks, lot size, density, etc. In <br /> residential areas, a planned unit development usually consists of clusters of detached and <br /> attached dwellings and areas of common open space.. <br /> The Planned Unit Development process is required when <br /> 1. An adopted neighborhood plan or special area study specifically requires PUD <br /> procedures. For example, parts of Eugene's South Hills are characterized by steep slopes, <br /> significant tree growth, and visual prominence and may be subject to PUD procedures. <br /> 2 A proposed development cannot be accomplished using other available zoning or land <br /> division provisions. For example, a developer may want greater density or flexibility in <br /> design than allowed under normal development regulations. . <br /> 3. The property is zoned with a PD subdistrict; that is, the zoning attached to a piece of <br /> property requires PUD procedures. <br /> APPLICATION AND PROCESSING .. <br /> The planned unit development process consists of two distinct stages, tentative and final, both <br /> requiring application and approval prior to issuance of any building permits. If you wish to <br /> apply for a planned unit development, the first step is to discuss your proposal with Qty staff <br /> Staff at the Eugene Permit and Information Center, 244 East Broadway, can provide you with <br /> information and application forms. You are also encouraged to contact the affected <br /> neighborhood group to discuss your request. <br /> After submission of a complete tentative or final application, accompanied by the fee, copies of <br /> the proposal will be sent to other City departments and public agencies for comments on how <br /> the proposal will affect traffic, availability of public facilities and utilities fire safety, and other <br /> relevant impacts. <br /> NEIGHBORHOOD REVIEW <br /> A copy of the request will also' be sent to the affected neighborhood group. The neighborhood <br /> group is encoufaged to submit comments to the Planning Division addressing the criteria used <br /> to judge the request. <br /> • <br />
