EUGENE Public Works <br /> Maintenance <br /> 1820 Roosevelt Boulevard <br /> Eugene, Oregon 97402 <br /> (503) 687 -5220 <br /> May 22, 1992 <br /> Derry Breeden <br /> Bailey Hill Land Company <br /> 366 E. 40th Avenue <br /> Eugene, OR 97405 -3475 <br /> Dear Mr. Breeden: <br /> I reviewed your application for a permit to remove trees from property within <br /> the Eugene city limits and have judged it against the following criteria in <br /> Section 6.320 of the City code: <br /> (d) The effect the trees' removal has on the environmental <br /> quality of the area; <br /> (e) The adequacy of the applicant's proposals, if any, to plant <br /> new trees or vegetation as a substitute for the trees to be <br /> felled; <br /> (f) That the felling would be compatible with generally accepted <br /> practices of horticulture, silvaculture or landscape architecture; <br /> (g) The felling is within the guidelines set forth in the Field <br /> Guide to Oregon Forestry Practices Rules published by the State of <br /> Oregon, Department of Forestry, as they apply to the northwest <br /> Oregon region, or the corresponding future publication of the <br /> State of Oregon Department of Forestry. <br /> The nature and extent of the tree removal operation is acceptable under both <br /> Oregon Forestry Practices Rules and silvacultural practices and thus meet the <br /> above criteria "f" and "g." However, criteria "d" and "e" have not been <br /> adequately addressed. Approval of this permit is contingent on the acceptance <br /> of the following provisions: <br /> 1. That a fifty (50) foot "no cut" buffer be retained along the <br /> perimeter, within the city limits, of the large stand of <br /> Douglas Fir in the southwest section of the unit. <br /> 2. That all areas cleared below 250 trees per acre be re- <br /> planted to 250 trees per acre, and that this count of 250 <br /> trees per acre be maintained for five years. <br /> 3. That logging equipment and log /chip trucks avoid using <br /> residential city streets. <br /> 4. That any timber cut from the sites indicated by "B" in the <br /> 1977 "Vegetation Plan - Somerset Hills" be removed from the <br />
