Date: 11/16/91
From: Ben Bonner CEWMBFB - RIS1
To: Chris Andersen CEWACFA - RIS1
Bob Hammitt CEWMJRH - RIS1
Gene Shutt CEWMEGS - RIS1
Subject: Meeting w/ Mr. & Mrs. Sandow
Chris, I met with the Sandows this morning. Our conversation was very
cordial. One reason that they are so upset about the hawthorne tree being
removed is that they say they went to great lengths to insure that the tree
would NOT be removed. Specifically, numerous conversatons /correspondence
with Louie Kroeck from PARCS and Michelle Cahill (River Road sewers).
They don't understand how word could not have gotten to us that they didn't
want the tree removed. The situation was acerbated by the fact that other
trees next to their property had to be removed due to the parking lot /road
construction. This occuring at a time that they would naturally like to
have more of a vegetative buffer, not less.
Mr. Sandow conceded that the hawthorne tree was ailing (Mike Warren, who
inspected the tree for us, rated it at 50% to 60% dead) but was watering
it with the hope of bring it back to life. He said the condition of the
tree is not the issue. They didn't want it removed.
I apologized for the removal and for the break down of communication on our
end. I said we would be happy to replant with another tree in an attempt
to give them some satisfaction and make them "whole ". We both agreed that
it would be pointless to do so until all the construction in the area is
completed and we can see what we have to work with. They said they would
review their options. While they did't specifically say so, I got the
impression that they may be looking at financial renumeration from the City
other than just the replanting of another tree.
Mr. Sandow also stated that he would like to have an hour of your time. I
believe he wants to discuss communication within our organization. I didn't
feel I was in a position to say yay or nay to this request but said that I
would be reporting to you and would pass along his wishes. The Sandow's
home # is 461 -0101; his work # is 346 -2484; her work # is 995 -6049.
When I met with them this morning at their residence I saw a large piece
of construction equipment used in the building of the parking lot /road
parked right next to two large fir trees in the R.O.W. This will compact
the soil around the root zone of the tree and adversely affect the health
of the trees. The trees are located directly across the road from their
residence. They were quick to point this out to me and are quite correct.
In addition, some of the roots of trees on their property are being exposed
because of the road construction. While this usually can't be avoided,
proper root pruning can take place to help minimize the impact. I said that
I would contact the inspector and insure that the equipment was not parked
next to the fir trees and that their tree's roots were properly pruned.
At present the situation stands at this. I have taken some photos of the
area and will send them to you if you so request. They have also given me
a photo of how part of their property looked prior to the construction and
removal of trees. I told them I would continue to delve into why we had a
breakdown in communication and work to rectify any such breakdown in the
future. I will also work to insure that the other trees surrounding their
property are not damaged by construction. I said that I would be in
