T-6(.4) nee_ Cvk <br /> Date: May 17, 1991 <br /> To: Johnny Medlin <br /> From: Jan Staszewski <br /> Subject: Bigleaf Maple Removal on Coburg Road <br /> Summary: There are citizen in the community who are going to ask <br /> City Council for a moratorium on large tree removal until an <br /> ordinance can be written. The Tree Commission does not support a <br /> tree removal moratorium, but plans to continue the development of <br /> the Urban Forest Management Plan as scheduled. <br /> Background: On May 8th Ben Bonner received an anonymous call <br /> about trees being illegally taken down near the intersection of <br /> Coburg Rd. and Willakenzie. Ben and I went to the area and found <br /> Mr. Knuteson and his partner looking over a 3 10" - 12" poplars. <br /> Mr. Knuteson said that he called last month and spoke to Ben and <br /> found that he could remove 5 trees from his lot without a permit. <br /> He further stated that he had five trees on his lot and was going <br /> to remove them all. He said that with his partner he plans to <br /> develop the site. <br /> Later that day I received a call from Donna Stegner of Planning <br /> and in the course of the conversation I informed her of what was <br /> happening on Coburg Rd. She looked into the records and con- <br /> cluded the Mr. Knuteson had not file a development plan and as <br /> such there was nothing they could do to save the trees. Ms <br /> Stegner suggested that I contact Christine Andersen or Mayor <br /> Miller to see what they could do. Instead I contacted Ruth <br /> Bascome and she replied that their was not much she could do, but <br /> that she would contact Don Bishoff and see what pressure he could <br /> exert. I then called Greg Ahlijian and he replied that Mr. <br /> Knuteson was operating under the law and there was not much that <br /> he could do either. Greg did not seem upset, but thanked me for <br /> informing him of what was happening. <br /> During this time I received calls from other concerned citizens <br /> wanting to see if something could be done to save the tree. In <br /> addition, Mr. Bishoff called to get background information for <br /> his article. Late last Thursday night I received a call from Mr. <br /> Noxon forewarning me that he was going to ask City Council, at <br /> their Wednesday meeting (since Mr. Noxon called the 5/22 meeting <br /> has been cancelled), to call a moratorium on any large tree <br /> removal to prevent more removals like that on Coburg Rd. He also <br /> stated that he found that Mr. Knuteson knew that the City was <br /> working on a new "tree ordinance" that would include private <br /> property and did not want it to be a hinderance for his future <br /> development plans. <br /> Jenny Sernio was trying to call an emergency meeting of the tree <br /> commission to discuss the issue. Greg Ahlijian spoke with Jenny <br /> this weekend and dissuaded her from having this meeting, but <br />
