Date: 08/03/90
From: Bob Hammitt CEWMJRH - RIS1
To: Linda Norris CEPNLHN - RIS1
John O'Connor CEPNJPO - RIS1
Subject: Tree Crew
Just wanted to do a little follow up on the tree crew transfer and in
particular about Mike Warren.
The transfer has been interesting as well as placing a big workload on involved
staff. The whole program must have been a keg of dynamite waiting to blow up.
I can not believe that the city ran a program as visible as this one without
any documented policies and procedures. Its going to take us a couple years
hard work to get the thing put together so that we have a programed approach
and not a put the fires out program. Ben is doing an excellent job in the AIC
role. The only problem is that he is having to put in 60 hour weeks trying to
catch up on the pile of back - logged service requests that PARCS had not
addressed. He is about caught up on them and prioritized the hazards. The crew
has a large back -log. Since Ben is starting to catch -up on prioritizing at
least we have them working on the most hazardous situations that we know about.
With all the tree limbs that have fallen this spring and the ordinance being
drafted, we are certainly getting a lot of media attention.
I made it a point to have Mike Warren visit me in my office this week to touch
base about how things were going for him. I specifically asked him if he felt
like he was being treated fairly on the crew. He said everything was going
well and in fact was not sure at this point if he even wanted to go ahead with
the career development. He did go on to say that if we could make a career
development opportunity right on the tree crew for him as a tree inspector he
would like that. The problem is that several other crew members especially
John Luther would also like to do that and John certainly has more technical
skills and senority than Mike. I gave Mike plenty of opportunity to voice
any concerns and heard none. Will make it a point to touch base with him again
in a couple months. Any advice ? ??
Have also touched base with the whole crew and John informally on a couple
occasions and all seem to be happy campers at this time considering they
have a large back -log and work is hard.
John, Mike said he had talked to you about the progress of his IDAK training
and career development opportunity. Did you get the same story as me?
Anyhow, all seems to be going fine despite the additional workload placed on
a number of us here at Maintenance. The sad thing is that Jeff lost his job
over this whole thing and those that were in the positions of responsibility
for the program escaped without any consequenses. Anyhow, thought you would
like update since you were involved with transfer.
