* No trees planted where soil has been completely destroyed
* Tree "tombs" obsolete, every tree grows in tree -lawn, or in area of
open soil with minimum of 10x15 feet
* Trees on private property correctly selected and planted and cared for
(thanks to community education)
* Solar benefits to houses recognized when planting trees
* Tree -lined skyline in south Eugene
* Large trees
* Handsome tree well structures
* A city where nonliving entities (curbs, sidewalks, etc.) are adjusted
to accommodate living things (trees, etc.)
* City (agency) help (money or assistance) to remove noxious trees
* Trees with urban scale
C. Discussion
In response to a question by Mr. Lueck, Mr. Kolb said this grouping process
was to show whether there was a common vision between members. The
commission would vote later when it had grouped specific action items.
Mr. Lueck also questioned that most of the items listed by the commission
only concerned trees. He did not want the rest of the urban forest,
including shrubs, small plants, etc, to fall to the wayside. Mr. Ahlijian
added that many of the items in the various categories did address those
needs.
In response to a question by Ms. Breen, Mr. Ahlijian explained that the Tree
( Commission was required to consider other vegetation.
Ms. Bascom felt Mr. Lueck's concerns for other vegetation were important but
believed the commission should consider only trees for this first 18 -month
work plan. Mr. Ahlijian said the ordinance ought to be rewritten if the
commission was to take such a position. Ms. Bentsen and Ms. Sirnio agreed
with Ms. Bascom and believed there was a need to narrow the commission's
focus. Mr. Schmaedick was especially concerned that the commission align its
work plan with the original intent of the City Council.
The commission discussed in depth reasons for and against limiting the
concern of its first work plan to trees. Ms. Bentsen pointed out that this
discussion was a result of the fact that the commission did not write the
ordinance.
Mr. Schmaedick moved, seconded by Mr. Friedkin, that the Tree
Commission go on record as understanding that the urban forest
consists of more than trees but that for the purpose of
creating a work plan, it would focus on trees.
Mr. Ahlijian noted his belief that if the commission continued with the
workshop they would naturally come to such a conclusion.
The motion carried unanimously.
Mr. Kolb then suggested that the commission consider including an action item
( on the definition of an urban forest in a future meeting.
MINUTES - -Tree Commission March 8, 1990 Page 5
