Species: We will include for adoption in the administrative rules the list of approved street <br /> trees which we currently use. This list designates trees which are locally available (in Oregon) and <br /> also details which species works well under power lines, in poorly drained soils, etc. <br /> 3. Planting <br /> Specs.: These will be derived from published ISA national standards and modified as appropriate for <br /> site conditions found here in Eugene.: <br /> 4. Establishment <br /> Period: A three year period from the date of planting. This will include frequency and quantity of <br /> watering and an initial structural pruning to insure proper growth patterns are established. <br /> ASSUMPTIONS: LEVEL OF DEVELOPMENT ACTIVITY: <br /> 1. The average annual number of lots created by subdivisions and PUD's from 1990 through 1993 was <br /> 230. Information for the number of lots created in 1994 or 1995 is not available but it is estimated <br /> these numbers increased to approximately 300 for each of those years. <br /> 2. The projected trend for land use activity is to maintain these levels for the foreseeable future. <br /> 3. The average front footage of a lot is assumed to be 80 lineal feet. <br /> 4. For the purpose of this memo, an average level of 300 lots created per year is being assumed to <br /> remain constant for the period of FY -96 to FY -2000. <br /> It is estimated the cost per tree will be $300 for purchase, planting and early tree care in FY -97. If the level <br /> of development activity and other assumptions used herein remain accurate, and all developers elected to <br /> have the City plant the trees, this would result in a need to plant 792 trees at a cost of $237,000. <br /> STAFFING: <br /> Due to nature of construction it often takes several years for all lots in a development to be sold and built <br /> upon. In these cases, the City would not plant the street trees until after the individual home was <br /> constructed. This will insure the placement of the trees will not conflict with the driveways and utilities. <br /> Due to this, we anticipate the full street tree planting program will be phased in over a multiple year period. <br /> The estimated initial staffing for this program will be .5 FTE increasing to 1.0 FTE by year three of the <br /> program.
