HAMMITT Bob
From: MEDLIN Johnny R
To: ARGENTINA Eileen; OSBORN Keli M
Cc: HAMMITT Bob; PLAMONDON Scott F
Subject: Heritage Tree Letter
Date: Wednesday, November 01, 1995 11:56AM
Hi Folks,
Please find attached the letter to the Mayor and Council edited as suggested by Chris. The changes she
wanted were all in the last paragraph.
< <File Attachment: MCDONALD.WP2> >
My interpretation of her changes are to limit the letter to talking just about street trees and to be more
definitive that we ARE changing procedures involving street trees instead of considering changes. She
wanted to be able to say the changes which involve street trees are a done deal, otherwise she felt the
Council would not be satisfied with our actions. I hope each of you are comfortable with that.
For what we are going to take to the meeting with the Mayor is a discussion on the areas of the Tree
Preservation Ordinance we are enforcing and specifically what we are not enforcing. Part of the discussion
will be on the total scope of the Urban Forestry program (Planting, Code Enforcement, Policy Development,
Maintenance Crews Support, NeighborWoods, Consulting Services to other departments), its resources,
priorities and where the Tree Preservation Ordinance review process fit within these limitations. We expect
this will be the context taken to the Council Officers in December as well. The largest area we are not
enforcing is the coordination with the building permit /plan review process. I believe our intent is to tell
Ruth we do not have adequate resources to implement this review. This will start the conversation on
whether the Council wishes us to implement the tree preservation ordinance as it pertains to residential,
commercial, and industrial building permits or to change the code to exempt (some or all) these processes
(or somewhere in between). Taking this course it likely could end up as a full council agenda item for
discussion in January.
Please let me know your thoughts on this.
Thanks
Johnny
Page 1
