ISerB
ro
EUGENE
Public Works
Maintenance Division
City of Eugene
MEMORANDUM Eugene, 9
Roosevelt Boulevard
Eugene, Oregon
(541) 682 -4800
(541) 682 -4882 FAX
Date: August 22, 1997
To: Christine Andersen, Public Works Director
From: Bob Hammitt, Maintenance Director
Subject: Eugene Tree Foundation
We recently discussed the Downtown Tree Foundation and Dennis Lueck's proposal to develop a
downtown street tree planting plan. I met with Johnny Medlin and Scott Plamondon to find out what
information they had received.
Dennis has discussed the downtown street tree plan with Scott. Scott generally supports what Dennis is
proposing. Dennis has already updated the downtown street tree inventory he did several years ago.
We have not seen the data that Dennis is collecting. As you know, Scott has some of his staff working
on a street tree inventory. We believe that much of the information that Dennis Lueck has collected
might be transferred to our system.
Dennis has indicated to Scott that he has volunteered lots of time to the City. He is complaining that he
hasn't been paid for his work and doesn't have much income. Dennis has indicated he would like to
utilize some of the funds from the Charnelton project to make his tree planting plan happen. Scott told
Dennis he would look at any proposals he submitted.
Part of Dennis' project is looking for potential open space downtown where trees might be planted. He
is exploring areas currently covered with asphalt and concrete where good soil might possibly exist
underneath. He may be proposing to remove some concrete and asphalt to access this good soil for
planting. Our concern is that we work closely with the abutting property owners to get them on board
with the project. On a related subject, Dennis has talked to Scott about his concern for who is
enforcing the Tree Preservation Ordinance. Attached is a letter from the Eugene Tree Foundation
regarding that issue.
Dennis apparently met with the Mayor before he met with you and Vicki. He told Scott he was very
excited about how supportive the Mayor was of tree preservation on private property. Scott has told
Dennis that due to staffing levels and budget reductions associated with Ballot Measure 50, we are
unable to continue administering the Tree Preservation Ordinance.
We are awaiting some sort of proposal from Dennis regarding his downtown street tree inventory and
planting project.
