a5 <br /> Public Works Department <br /> Service Reduction Implementation <br /> Transportation -- Bicycle -ped path lighting/maintenance -- $30,000 <br /> This funding cut is scheduled to go into effect on January 1, 1998, at which time off -street bike path lighting <br /> would be turned off. City crews would no longer maintain bike path lighting, striping or signing. There <br /> would be reduced staff capability to work on planning and citizen involvement on improvements and <br /> extensions to the off -street bike path system. There would also be a reduction in citizen outreach in the area <br /> of encouraging use of alternative transportation modes. <br /> City Parks & Landscapes -- Hiking and jogging path maintenance; Maintenance of undeveloped parks, Close <br /> boat landings -- $120,000 <br /> Currently the two FTE positions associated with this reduction are vacant. Hileman and Whitley Boat <br /> Landings are closed to vehicle traffic. Lane County Parks and the State Parks Departments have both been <br /> contacted seeking their interest in owning and/or operating them. Other organizations are being sought to <br /> provide needed maintenance. Reduced mowing and litter and garbage removal has already been <br /> implemented on the undeveloped park areas. Hiking and jogging path maintenance has been eliminated, <br /> other than that provided by volunteers or youth corps (i.e. OTC, REI, Neighborhood Youth Corps). Effects <br /> of these reductions will become more apparent over time. The Public Works Maintenance Division is <br /> working on expanding its volunteer program. <br /> Urban Forestry -- Contract for tree removal -- $36,000 <br /> Contract tree removal will be reduced by 50% as of July 1, 1997, to $18,000. Most of the remaining funding <br /> will be used to remove the hazardous trees identified within Hendricks Park. The division's ability to <br /> remove dead/dying, diseased, and hazardous trees in other parks will be severely limited due to the reduction. <br /> Urban Forestry -- Enforcement of tree ordinance "as soon as ordinance is changed" -- $44,000 <br /> Currently the .50 FTE position associated with this reduction is vacant. With the extremely high workload <br /> of the Urban Forestry office, enforcement activities have been given a low priority. The services currently <br /> provided on a low priority basis are (in order of priority); permits issued by the Urban Forestry office to <br /> remove trees on private property, tree preservation in land use referrals, and inspections of tree code <br /> violations and subsequent enforcement. Turn around time on these services have doubled to two to four <br /> weeks, and the back log is growing rapidly. As of July 1, 1997, these services will be eliminated completely. <br /> This elimination of service necessitates a minor change in the nuisance code (6.010) and a major rewrite of <br /> the tree preservation code (6.300). <br />
