Also I heard that the City Manager did <br /> sign an order stating the welfare of the citizens of Eugene is <br /> best served by having the project move forward even if it <br /> required the removal of the Heritage trees. <br /> I would recommend a careful approach on how the removal of <br /> these trees are communicated to the public. While PDD is <br /> necessarily lead on dealing with the public and media on the <br /> issues involved with the construction of this project, I want <br /> to offer our technical assistance if you might feel it to be <br /> beneficial. <br /> In the past when our Engineering Division managed contract <br /> work which had controversial impact to trees a process was set <br /> into place which I believe might serve well here. <br /> The first questions which always arise are around the need for <br /> the project removing the trees. A PDD assigned lead person <br /> prepared to answer these questions regarding the reasons or <br /> parameters of the City Managers decision of relative <br /> importance is of primary importance. We could assist you in <br /> this by being available to answer technical questions on the <br /> health of the specific trees, on how the close proximity of <br /> the construction requires their removal, and discussions <br /> regarding replanting. <br /> A few recommendations based on what we do in similar situations: <br /> 1. Post each tree with a notice of removal a two weeks to a <br /> month before the removals take place. (We could provide you <br /> copies of our posting notices which could be modified for your <br /> purposes. Our standard practice is to give at least 7 -10 days <br /> posted notice on trees being removed due to their condition <br /> and much longer for controversial removals.) <br /> 2. Do a Council Newsletter article describing the removal and <br /> Page 1 <br />
