On State rights -of -way Oregon Department of <br /> Transportation's "Guidelines for Planting Within Highway <br /> Right -of -Way" apply. <br /> 12. Exemptions to the tree location standards: <br /> Where special conditions exist, these tree planting locations standards <br /> may be waived upon the approval of the Urban Forester. Such a <br /> waiver will be on a case by case basis. <br /> D. Planting standards <br /> 1. Planting Season - Bare root trees may only be planted between <br /> October 15th and March 15th unless otherwise approved by the <br /> Urban Forester. Balled and burlapped or container grown trees may <br /> only be planted between September 15th and April 15th unless <br /> otherwise approved by the Urban Forester. <br /> 2. Site preparation <br /> a) Balled and burlapped and container grown trees. <br /> 1. Dig a shallow, broad tree planting hole at least 1 -1/2 <br /> times the diameter of the root ball and to a depth that <br /> will allow the trunk flare to be level with existing <br /> ground. This will encourage rooting into the <br /> existing native soil. <br /> b) Bare -root stock. <br /> 1. Dig tree - planting holes 1' wider than the spread of the <br /> roots and to allow the roots sufficient area. The hole <br /> shall have sufficient depth to allow the trunk flare to be <br /> level with existing ground. (See detail) <br /> 2.
