The City will track lot development, negotiate <br /> species with new home owners, plant the new trees, and ensure they become established. The City <br /> will be responsible for replacement of any trees that fail to survive the establishment period. <br /> For purposes of this fee schedule, the term "development site" means a tract of land under <br /> common ownership or control, either undivided or consisting of two or more contiguous lots of <br /> record. Property under common ownership that is bisected by a public street or alley shall be <br /> considered one development site, unless the land was legally divided <br /> The proposed text revisions are necessary in order to clarify some of the provisions and to <br /> conform with recently adopted amendments to Street Tree Program Administrative Rule R- 7.280. <br /> The proposed revisions to the method that tree establishment fees are computed provide clear <br /> direction to both the City and Developers, are consistent with applicable policies and directives of <br /> the City Council, and are necessary in order to recover the costs of administering the Street Tree <br /> Program. No changes have been proposed to any of the application processing fees, which should <br /> be ratified and affirmed. <br /> All persons wishing to comment thereon or object thereto must submit their comments or <br /> objections to Mark Snyder, Urban Forester, Public Works Department, 1820 Roosevelt Boulevard, <br /> Eugene, Oregon 97401, in writing, within 15 days of the date of first publication hereof, as indicated <br /> below. The City Manager will thereafter adopt the amendments to the Tree Removal and Street Tree <br /> Planting Program Fee Schedule as proposed, or as amended in response to comments received, ratify <br /> and affirm the unamended fees, and repeal Administrative Order No. 58- 00- 02 -F.. <br /> DENNIS M.
