South Wall. A wall of any building oriented no more than 45 degrees from due <br /> south or any wall so defined by rules adopted under this land use code. <br /> Special Setback. A setback instituted to prohibit development within areas of <br /> planned future right -of -way acquisition. The special setback is measured from the <br /> location of the planned future right -of -way line. <br /> Specialty Retail. A type of retail presenting distinctive merchandise in a unique way, <br /> such as shops offering one -of -a -kind merchandise (such as a fine luggage store), or <br /> traditional goods presented in an interesting format (such as a boutique). Typically, <br /> specialty retail stores are relatively small with retail space frequently ranging from <br /> 400 to 2,000 square feet. <br /> Stand of Trees. A group of three or more significant trees, whose canopies touch or <br /> whose critical root zones overlap; and that includes the trees, shrubs and groundcover <br /> plants that occupy the ground area beneath the canopies. <br /> Start of Construction. The date the development permit was issued, provided the <br /> actual start of repair, reconstruction, placement, or other improvement was within 180 <br /> days of the permit date. The actual start means either the first placement of <br /> permanent construction of a structure on a site, such as the pouring of slabs or <br /> footings, the installation of piling, the construction of columns, or any work beyond <br /> the stage of excavation; or the placement of a manufactured home on a foundation. <br /> Permanent construction does not include land preparation, such as clearing, grading, <br /> or filling; the installation of streets and/or walkways; excavation for a basement, <br /> footings, piers or foundations, or erection of temporary forms; nor the installation on <br /> the property of accessory buildings, such as garages or sheds not occupied as dwelling <br /> units or not as part of the main structure. <br /> Street. An improved or unimproved public or private way, other than an alley, that is <br /> created to provide ingress or egress for vehicular traffic to one or more lots or parcels, <br /> excluding a private way that is created to provide ingress or egress to land in <br /> conjunction with the use of land for forestry, mining, or agricultural purposes. A <br /> "street" includes the land between right -of -way lines within the ingress/egress <br /> easement areas serving multiple residential lots but excluding "flagpole" portions of <br /> flag lots. <br /> Street Lot Line. A lot line separating a street from other land. <br /> Streetscape. The built and planted elements of a street that define the street's <br /> character. <br /> Street Tree. A living, standing tree with a trunk diameter or, for trees with multiple <br /> Ordinance - 36 <br />
