Also we need a credit for leaving those <br /> existing trees within the Right of Way. <br /> STREET TREE PROGRAM; ITEM (R- 7.280) "shall be required on streets: that abut the development" <br /> This statement should bc mote clearly dined. <br /> PERMIT ISSUANCE: ITEM (5) It is impossible to know whether a customer would prefer a left hand driveway or <br /> a right hand driveway until a particular lot is chosen and sold. Utility locations at the time of plan approval can <br /> only bc estimated. There should be a variance provision subject to relocation based on the actual construction <br /> working drawings, which are cot completed until the developer is ready to begin street construction. <br /> STREET TREE PLAN APPLICATION: ITEM (1) There is no mention of developmental phases. Most large <br /> developments are completed in phases. The street tree plan should be tied to these phases. <br /> STREET TREE PLAN REQUIREMENTS: ITEM (1) Should read ("shall average as closely as possible to 30 curb <br /> feet on center with consideration for driveways and credits or waiver granted by the City Manager, Urban Forester <br /> or Public Works. ") <br /> STREET TREE STANDARDS: ITEM (3.3) Should be clarified to read ( "reasonably free ") 100% is not practical <br /> situation. <br /> STREET TREE STANDARDS: ITEM (3.4) Should read ( "scaffold branches shall be well proportioned where they <br /> attach to the main trunk ") <br /> STREET TREE STANDARDS: ITEM (4.2) The 2" caliper requirements for Arterial and Collector streets reeds to <br /> be modified so that, when the city takes possession of those trees, those trees are 2" in caliper. <br /> ESTABLISHMENT STANDARDS: ITEM (1) There is no need to waste city expenses on extending <br /> administration time periods. If a tree has been replaced due to vandalism or other conditions and that tree meets <br /> city criteria i.e.; 1.5 or 2" caliper by the end of the original establishment period then acceptance by the city should <br /> bc granted. <br /> TREE REPLACEMENT: ITEM (7.2.1 & 7.2.2) This is the only mention of 3" caliper and it does not fit in with all <br /> the other criteria contained in this document. <br /> TREE REPLACEMENT: ITEM (7.5.2) The orange fencing is extremely ugly, we would recommend that the word <br /> orange be removed <br /> TREE PRUM[NG STANDARDS: l l'EM (3.7) This does not male sense to me, it is vague and unclear. <br /> TREE PRESERVATION AND STREET TREE PROGRAM FEE SCHEDULES: The appeal fee even when reduced <br /> from 750 dollars to 500 dollars is still to high. <br /> CONCLUSION FEE: We feel that the conclusion or replacement fee should be eliminated and actual conclusion <br /> should be addressed within the third annual maintenance inspection fee. <br /> TREE ESTABLISHMENT FEE: That fee having to do with dividing the total length of lots by 30 and then <br /> multiplying be 300 should be changed to read "total street length of lots multiplied by 10" which means the same <br /> thing. We would also recommend that the dollar amount for arterials or collectors be reduced from 400 to 300 <br /> dollars.
