The revised draft shall delete permit administration <br /> and enforcement provisions for trees on private properties by the City and shall establish <br /> a private cause of action procedure allowing citizen enforcement for illegal removal of <br /> trees. <br /> II. COUNCIL ACTION HISTORY <br /> The General Fund Urban Forestry Service reduction strategy adopted by Council last <br /> spring included discontinuing staff administration and enforcement of tree removal <br /> permits on private lands. <br /> III. BRIEFING STATEMENT <br /> Eugene Code Section 6.300 - 6.330 provides a permit process for evaluating tree removal <br /> applications for street trees and trees on private lands. Funding for the staff work in <br /> administering this program is from the General Fund for trees on private lands and from <br /> the Road Fund for street trees. <br /> In order to implement the General Fund Urban Forest service reductions adopted by <br /> Council it is needed to modify Eugene Code Section 6.300 - 6.330 to remove <br /> requirements for city staff to administer a tree removal permit and enforcement program <br /> on private properties. <br /> IV.
