(1) Except as provided in subsection (2) of this section,. a permit shall be <br /> effective on the date - issued, unless a different date is specified in the permit. <br /> (2) If an application is granted after public notice and an, opportunity: for <br /> comment is provided under section 7.670 (6), and comments were received, the permit <br /> shall not be effective for a period of 15: days from the date of the decision of, the city <br /> manager or designee, or, In the event an appeal is filed under section 7.685, seven days <br /> from the date of the decision of the hearings officer. <br /> (3) A permit shall expire at midnight on the one year anniversary of the <br /> date of issuance of the permit. <br /> [6.325]7.685 Street Tree Preservation Appeal. Any person who is denied a permit, <br /> or is granted a permit with conditions, may appeal the denial or imposition of <br /> conditions, by filing a written notice of appeal with the city manager or designee within 15 <br /> days of the date of denial or the date of issuance of the permit with conditions imposed. <br /> In addition, any person who provided comments on an application pursuant to section <br /> [673 7.670(6), and who is dissatisfied with the action of the city manager or designee <br /> in granting a permit, whether with or without conditions, also may appeal by following the <br /> same procedures. The appeal shall be governed by section 2.021 of this code. The <br /> appeal must include the specific basis or bases upon which the appellant asserts that the <br /> decision was in error. <br /> [6.330]7.690 Street Tree[] Preservation - Felling [ -] Exceptions.
