I <br /> am assuming that since you have voiced an interest in following the city's proposal, <br /> you would want this information. I have another meeting scheduled for next <br /> Wednesday, March 18 at 2:00 p.m. here at the HBA office with the president <br /> of the landscape contractors, some of his membership and Johnny Medlin <br /> from the city's public works department. I am hopeful an Arborist will be here <br /> too. Please plan to attend if you are interested. <br /> The city's public hearing on this issue is scheduled for April 6` I need at minimum <br /> 5 HBA members to testify. Between our association and the landscape contractors, <br /> we should organize for 10 speakers. At 3 minutes a speaker, that will allow 30 <br /> minutes of testimony and should be enough time to cover our points. Let me know <br /> if you can be available to testify ASAP. Thanks and call me at 302 -1410 (my new <br /> office number) if you have questions. <br /> Overall Home Builders Association of Lane County comments: <br /> 1) If the city of Eugene doesn't have the funding to enforce this ordinance, then eliminate <br /> 2) Why do we need a tree preservation ordinance? This should be covered in the tree <br /> cutting permitting process. This is another level of government bureaucracy that is not <br /> needed. <br /> 3) According to city staff, approximately 90% of all complaints that the city addresses <br /> from the public are not valid; therefore, if the permitting process covered the issues of <br /> this ordinance, it would not be needed. <br /> 4) The city should be responsible for a ten -day turnaround on tree cutting permits <br /> following the public notification period. The current tree permitting process is very <br /> cumbersome and can take up to six (6) weeks to issue a permit. <br /> 5) In cases that do not involve new development, this proposed ordinance will only create <br /> additional burdens on personal property owners to comply with unreasonable <br /> government regulations that are handed over to citizens to enforce.
