that a credit is needed for cases where existing properly located trees can be preserved <br /> within the right-of-way. Accordingly, R- 7.280 -C.1 was revised to authorize the Urban <br /> Forester to exempt specific areas from required tree planting. If an exemption is <br /> requested and .granted, the required fees would be . adjusted accordingly, so no revision to <br /> the fee schedule is necessary. <br /> E. In addition to the specific findings set forth above, I fmd that the reduction in the <br /> tree preservation appeal fee and the Street Tree Program fees set forth in Exhibit A hereto are <br /> consistent with applicable policies and directives of the City Council, including policies developed <br /> through the Eugene Decisions process, are based on the City's estimate of the costs associated <br /> with providing the services, and are ` necessary in order to recover those costs from the <br /> beneficiaries of the services. I further fmd that it would be more efficient to consolidate the <br /> previously established tree preservation fees with those implementing the City's Street Tree <br /> Program in one fee schedule and repeal Administrative Order No. 58- 93 -20 -F. <br /> On the basis of these fmdings, I order that: <br /> 1. Administrative Order No. 58-93-20-F and any order in conflict herewith is <br /> repealed, as of the effective date of this Order. <br /> 2.
