Subdivisions, Tentative Plan <br /> 9.8500 Purpose of Subdivisions, Tentative Plan. Sections 9.8500 through 9.8575 <br /> governing the approval of subdivisions are established in order to accomplish the <br /> orderly development of land within the community. These regulations are intended to <br /> ensure adequate provision of public facilities and services, address potential <br /> environmental impacts, protect the public health and safety of the community and <br /> enable development to occur consistent with the Metro Plan. <br /> 9.8505 Applicability of Subdivision, Tentative Plan Applications. Requests to create 4 or <br /> more lots shall be subject to the subdivision provisions of this land use code under a <br /> Type 11 application process. A subdivision application that also involves a PUD <br /> request may not be submitted until a decision on the tentative PUD approval is final. <br /> (Refer to EC 9.8305 Applicability.) No development permit shall be issued by the <br /> city prior to approval of the subdivision tentative plan application. <br /> 9.8510 Subdivision, Tentative Plan Application Requirements. In addition to the <br /> provisions in EC 9.7010 Application Filing, the following specific requirements shall <br /> apply to tentative subdivision plan applications: <br /> (1) All tentative subdivision applications shall be prepared by an Oregon licensed <br /> land surveyor and shall include a preliminary title report. <br /> (2) The application shall include all contiguous undeveloped or partially developed <br /> property under the same ownership as the subject property, be signed by the <br /> owner of the property, and include such related information as prescribed by the <br /> planning director. <br /> (3) The tentative subdivision plan application shall include a phasing plan that <br /> indicates any proposed phases for development, including the boundaries and <br /> sequencing of each phase. Phasing shall progress in a sequence that promotes <br /> street connectivity between the various phases, of the development and <br /> accommodates other required public improvements. <br /> (4) If the proposal includes needed housing,. as defined by State statutes, the written <br /> statement submitted with the subdivision application shall clearly state whether <br /> the applicant is electing to use the general approval criteria in EC 9.8515 <br /> Subdivision, Tentative Plan Approval Criteria- General instead of the approval <br /> criteria found in EC 9.8520 Subdivision, Tentative Plan Approval Criteria - <br /> Needed Housing. <br /> 9.8515 Subdivision, Tentative Plan Approval Criteria - General. The planning director <br /> shall approve, approve with conditions, or deny a proposed subdivision.
