requirements for the survey and monumentation of the new line by an Oregon <br /> licensed surveyor. <br /> Refinement Plan Amendments <br /> 9.8421 Purpose of Refinement Plan Amendments. An amendment to an existing <br /> refinement plan allows changes to be made to portions of the plan without <br /> comprehensively updating the entire document. Refinement plan application <br /> requirements and criteria are designed to facilitate consideration of amendments to <br /> address changes that have occurred, such as changes in state or federal legislation, <br /> changes in the Metro Plan or other applicable local policies, or changes in r. <br /> circumstances that could directly influence public policy choices. <br /> only Applicability. Refinement plan amendment procedures onl apply when specific <br /> changes are proposed to an existing refinement plan that covers areas only within the <br /> jurisdiction of the city. The procedures are not applicable to comprehensive updates <br /> of an entire refinement plan. <br /> 9.8423 General Requirements. Applications for refinement plan amendments shall be <br /> submitted on a form approved by the city manager and reviewed under a Type IV <br /> process for site specific amendments or otherwise, a Type V process according to EC <br /> 9.7000s Application Procedures. <br /> 9.8424 Refinement Plan Amendment Approval Criteria. The planning set lanning co mmisssiion shall , <br /> e proposed refinement plan amendments based on <br /> and forward a recommendation to the city council. The city council shall decide <br /> whether to act on the application. If the city council decides to act, it shall approve, <br /> approve with modifications or deny a proposed refinement plan amendment. <br /> Approval, or approval with modifications shall be based on compliance with the <br /> following criteria: <br /> (1) The refinement plan amendment is consistent with all of the following: <br /> (a) Statewide planning goals. <br /> (b) Applicable provisions of the Metro Plan. <br /> (c) Remaining portions of the refinement plan. <br /> (2) The refinement plan amendment addresses one or more of the following: <br /> (a) An error in the publication of the refinement plan. <br /> (b) New inventory material which relates to a statewide planning goal. <br /> (c) New or amended community policies. <br /> (d) New or amended provisions in a federal law or regulation, state statute, <br /> state regulation, statewide planning goal, or state agency land use plan. <br /> (e) A change of circumstances in a substantial manner that was not anticipated <br /> at the tune the refinement plan was adopted. <br /> Ordinance - 364 <br />
