The related policy issues include the following: <br /> 1. Right -of -way width and proposed revisions to street standards - <br /> effect on street tree placement. <br /> 2. Council commitment to hold a public hearing regarding revisions to <br /> Tree Preservation ordinance tentatively scheduled for October. 1994. <br /> 3. Standards for pruning and /or removal of street trees by abutting <br /> property owners. <br /> 4. Responsibility during establishment period for newly planted trees. <br /> 5. Status of Implementation of policies adopted in the Urban Forest <br /> Management Plan (UFMP). <br /> 6. Relationship to TRIP landscaping requirements. <br /> In addition to the related policy issues, we -have identified several policy <br /> and operations issues that will need to be resolved prior to implementation of <br /> code revisions requiring street trees. Issues include: <br /> 1. Number of trees per parcel and waiver conditions: <br /> 2. Timing of planting and responsibility for inspection. <br /> 3. Enforcement. <br /> 4. Program costs and resource implications. <br /> 5. Bonding requirements to assure trees are planted at an appropriate <br /> time even if occupancy has already occurred. <br />
