•
June 3, 1994
TO: Mayor and City Council
FROM: Les Lyle, City Engineer
Johnny Medlin, Maintenance Support Manager
SUBJECT: Street Trees as a Condition of Development
A worksession regarding initiation of code revisions to require street trees
as a condition of development has been tentively scheduled for July 13, 1994.
After reviewing the Springfield program and a number of related policy issues,
staff is requesting direction as to how to proceed with this proposed new
regulation. The related policy issues include the following:
1. Right -of -way width and proposed revisions to street standards -
effect on street tree placement.
2. Council commitment to hold a public hearing regarding revisions to
Tree Preservation ordinance tentatively scheduled for October, 1994.
3. Standards for pruning and /or removal of street trees by abutting
property owners.
4. Responsibility during establishment period for newly planted trees.
5. Status of Implementation of policies adopted in the Urban Forest
Management Plan (UFMP).
6. Relationship to TRIP landscaping requirements.
In addition to the related policy issues, we have identified several policy
and operations issues that will need to be resolved prior to implementation of
code revisions requiring street trees. Issues include:
1. Number of trees per parcel and waiver conditions.
2. Timing of planting and responsibility for inspection.
3. Enforcement.
4. Program costs and resource implications.
5. Bonding requirements to assure trees are planted at an appropriate
time even if occupancy has already occurred.
