. • <br /> Due to the tree ordinance going into effect at the tail end of last years construction season <br /> and the low level of activity to date, staff feels we do not have enough experience to make a <br /> valid analysis of the tree code. A review of the tree code next fall after the new code has <br /> been in effect a full year would yield information for a more comprehensive assessment of its <br /> impact to both the hillsides and the building community. <br /> However, at this time staff believes that the new ordinance represents a fair approach in <br /> supporting the City Council's intent to preserve the forested hillsides of Eugene without <br /> imposing a significant negative impact to approved development. The code has prevented <br /> large scale predevelopment logging, while still allowing tree removal for approved <br /> development plans, and for maintenance of the wooded lots. <br /> Staff recommend that this ordinance be retained with any minor changes needed being made <br /> through administrative orders and the public hearing be postponed until Fall 1994. <br /> 3 <br />
