. •
Due to the tree ordinance going into effect at the tail end of last years construction season
and the low level of activity to date, staff feels we do not have enough experience to make a
valid analysis of the tree code. A review of the tree code next fall after the new code has
been in effect a full year would yield information for a more comprehensive assessment of its
impact to both the hillsides and the building community.
However, at this time staff believes that the new ordinance represents a fair approach in
supporting the City Council's intent to preserve the forested hillsides of Eugene without
imposing a significant negative impact to approved development. The code has prevented
large scale predevelopment logging, while still allowing tree removal for approved
development plans, and for maintenance of the wooded lots.
Staff recommend that this ordinance be retained with any minor changes needed being made
through administrative orders and the public hearing be postponed until Fall 1994.
3
