ACTION REQUESTED <br /> Adoption of revised ordinance incorporating amendments to Chapter 6 of the <br /> Eugene Code, and declaring an emergency. <br /> OR <br /> Direction to staff and referral to the Citizen Involvement Committee. <br /> II. BRIEFING STATEMENT <br /> At the May 12, 1993, council work session, council directed staff to modify <br /> the tree ordinance to include a public notification and comment process and <br /> add criteria for the Urban Forester to consider in approving permits for tree <br /> felling. Council also directed staff to prepare Administrative Rules . for the <br /> tree ordinance, and in the longer term, to modify wording in the PUD ordi- <br /> nance to address tree cutting prior to the filing of a development proposal. <br /> As staff worked with the City Attorney to revise the ordinance, it appeared <br /> that it would not be necessary for the City Manager to adopt companion Admin- <br /> istrative Rules at this point. Council's direction is contained within the <br /> revised ordinance. <br /> Attached are two drafts of the Tree Ordinance. Draft A reflects the direc- <br /> tion received from the council on May 12 and includes additional suggestions <br /> from Councilor Keller who has been working on this issue in her ward. Draft <br /> B reflects the direction received from the council discussion on May 12. <br /> III. SUGGESTED MOTION <br /> Adoption of one of the following ordinances (with modifications to either): <br /> An ordinance concerning tree felling; amending sections 6.300, 6.305 <br /> 6.310, 6.320, 6.325, and 6.330 of the Eugene Code, 1971; repealing <br /> Section 6.315 of that code; and declaring an emergency. <br /> (Draft A) <br /> OR <br />
