Recommendations: <br /> 1. Amend Chapter 9 to allow private streets only where developer can demonstrate that a <br /> public street is not necessary for compliance with Eugene Code amendments to comply <br /> with Transportation Planning Rule requirements (TRIP code amendments), connectivity <br /> standards, or the adopted Local Street Plan map. <br /> 2. Amend Design Standards for Eugene Streets. Sidewalks. Bikeways and Accessways to <br /> require that private streets are designed to the same standards as public streets in the <br /> following categories: <br /> a) Intersection configuration <br /> b) Minimum centerline radius length <br /> c) Slope: Maximum grade of 15% with up to 200' lengths of grades up to 20 %, but <br /> no intersections or driveway access in areas with grades above 15 %. <br /> d. Stopping sight distance <br /> e. Width: Minimum 20 feet, related to on -street parking, as with public streets <br /> f. Sidewalks: Width and access ramps must comply with ADA standards <br /> g. Curb height: Minimum height where necessary for roof drains or safety <br /> The structural design and construction inspection would remain completely private. <br /> Documentation demonstrating compliance with these standards would be submitted by <br /> the developer's engineer with the land use application and would be approved by the City <br /> Engineer. <br /> 3. Amend Design Standards for Eugene Streets. Sidewalks. Bikeways and Accessways to <br /> require private alleys to comply with standards for public alleys in the following <br /> categories: <br /> a.
