Undeveloped land shall not be used for ,parking. <br /> f.ti.la 3 I <br /> 31.130 SITE PLAN REVIEW .- LANDSCAPING STANDARDS <br /> (1) The purpose of these Sections is to ensure that new de elopment <br /> complies with the landscaping standards of Articles 31, 32, the <br /> appropriate zoning and /or zoning overlay district Articl= and any <br /> applicable refinement plan; is adequately screened f..m less <br /> intensive development; considers the effects of veget -tion on <br /> public facilities; retains significant clusters of natu.=1 trees <br /> and shrubs wherever possible; minimizes run -off; fa.:litates <br /> energy conservation and crime prevention; and impr. es the <br /> appearance of the City to create a desirable place to rive and <br /> work. <br /> (2) Three types of landscaping may be required: <br /> (a) On -site (Article 31). <br /> (b) Street trees in the public right of way (Article 32). <br /> (c) Curbside planter strips in the public right of way Article <br /> 32). <br /> (3) Materials and installation costs of planting and irrigati.n other <br /> than what is required by the Minimum Development Standards <br /> (Section 31.010 of this Article) shall not be required t. exceed <br /> 10 percent of the value of the new development, including parking <br /> facilities.
