Section 7.140 of the Eugene Code, 1971 is amended to provide: <br /> 7.140 Construction of Public Improvements - Preparation of Plans by <br /> Petitioner's Engineer. A petitioner may, at petitioner's expensel <br /> employ a licensed engineer to prepare the plans for a public improvement. The original plan based <br /> on drafting T standards set by the city engineer shall be delivered to the city engineer for <br /> review and approval before construction may begin. No prints or transparencies shall be accepted <br /> and the plans submitted shall be retained by the city. The cost of public improvements constructed <br /> under this section are not eligible for financing as local improvement assessments under sections <br /> 7.175 to 7.200. <br /> Section 6.
