Your <br /> comments primarily address the response of the Citizen Involvement Committee (CIC) toward <br /> the project, the concerns of the nearby neighborhood organizations, and if the removal of the <br /> trees followed the requirements of the City Code provisions. <br /> CitizenInvolvement Committee approval granted <br /> On June 1, 1995, the Citizen Involvement Committee (CIC) approved, by a vote of 8 to 1, the <br /> citizen involvement plan for the initial phase of the project involving the composition of the <br /> advisory committee, development of a schematic plan for the area, and the selection of a private <br /> developer. According to the minutes, only one CIC member, Neale Hyatt, expressed concern <br /> "about the lack of citizen input for the design of the parking structure..." On 7, 1996, the <br /> CIC discussed citizen involvement for the last phase of the project and urged broader <br /> involvement in the project, but did not approve a motion. On April 24, partially in response to <br /> the CIC concern, a public drop -in session to review the project design concept was held in a tent <br /> at the development site. <br /> Neighborhood concerns about the project addressed <br /> The primary issue of the neighborhood west of the project concerned traffic impacts. This <br /> concern was expressed to the West End Advisory Committee early in the site design process by <br /> the neighborhood representative on the committee. This raised concern resulted in the traffic <br /> impacts being directed away from the neighborhood area by locating entrances and exits of the <br /> parking facility on Charnelton Street. The concern was addressed by the advisory committee and <br /> ■ Council on September 27, <br /> made part of the Schematic Plan Preferences accepted bythe e we tside Neighborhood Quality <br /> 1995. The alleviation of this concern was acknowledged <br /> Project and Jefferson Area Neighbors Neighborhood newsletter articles prior to the June 11, <br /> 1996, meeting. No other significant, unaddressed concerns were expressed by the neighborhood <br /> groups or committee representative. <br />
