The project is located on <br /> the surface parking lots located on the north and south sides of Broadway, between Charnelton <br /> and Lincoln Streets. The project site is zoned C -3, which allows for construction within the <br /> parcel from property line to property line. The site is designated in the voter approved update <br /> of the downtown Urban Renewal Plan as a development site. This site has been designated as <br /> being developed for construction of a parking structure since the 1960's. <br /> The proposed mixed -use project is a five -level structure; three parking levels and two housing <br /> levels, on each side of Broadway. The project design and scope meets the planning principle <br /> recommendations of the West End Advisory Committee. It has been determined that the <br /> development of this site for additional parking and new housing is essential to meet downtown <br /> density and transportation goals and to accommodate compact urban growth. The development <br /> of housing is a 1996 City Council goal and is recognized that it difficult to achieve. The <br /> mixed -use project, at this site, is a unique opportunity to achieve both housing and density <br /> goals. If this request for removal of the heritage trees is not approved, the project, as <br /> approved by Council, will have to be significantly modified. <br /> Request <br /> Approval is requested for a permit to remove two of the three designated heritage trees in the <br /> Right -of- way (ROW) adjacent to the Broadway and Charnelton development site and three <br /> identified heritage trees on the site. It has been determined that the construction proposed to <br /> take place within the development site may substantially impact the root system of both trees <br /> Page 1 <br />
