December 7, 1998 <br /> Memorandum <br /> To: Whom It May Concern <br /> From: Paul Beistel <br /> Subject: The Eugene Tree Foundation Proposal. <br /> The Eugene Public Works Department has a choice between <br /> permitting the Eugene Tree Foundation to use only native tree <br /> plantings throughout the downtown area, or perpetuating the use of <br /> the wide variety of non - native trees which have dominated street <br /> tree planting for the last 50 years in Eugene. <br /> The recently formed Eugene Tree Foundation has proposed a <br /> specific project for the 1200 block of Willamette Street to be a <br /> model for a subsequent series of native tree plantings throughout <br /> the downtown. For these projects they hope to use a substantial <br /> part of a Public Works trust fund for the embellishment of the <br /> downtown area. <br /> In the Public Works staff review of the project a cost <br /> analysis ran to more than one quarter of a million dollars, and <br /> major parts of the plan violated engineering and safety standards. <br /> A small section of eight -foot wide tree planting island would be <br /> practical if the trees conformed to the Administrative Rules for <br /> street trees. <br /> The planting list proposed by ETF for the planting has ten <br />
