Overall <br /> everyone felt it went very well with less than 15 -20 calls to either agency. Our discussion then went to <br /> what was going to be done regarding citizen notification for future EWEB line clearance projects. EWEB <br /> told us that their next work was going to be conduced in two different areas at the same time and would <br /> start in about a month. The first would be the university area and to the east with the other would be <br /> basically the remainder of the Jefferson neighborhood and to the west. <br /> The City staff took the position that we thought this process used worked so well that we should continue <br /> it for each area EWEB pruned until we had covered the entire city once. We understand this may take a <br /> couple years. Once we had covered the entire City with the notification of the change in pruning <br /> techniques, then perhaps the door hanger process previously used by EWEB may be appropriate again. Our <br /> main argument was that all the notifications, mailers, new releases and process was already developed <br /> and the real costs would only be a change in graphics for the map, printing, stuffing, and mailing. The <br /> positive PR and citizen trust building gained by this practice was not lost to Marty. <br /> EWEB's operational personnel was somewhat reluctant to go along with this do to their feeling it was too <br /> much and since Whiteaker was their "hard" sale and we have gotten past that so we should be able to <br /> relax some. Marty was able to turn them around and make this agreement with us if we would be willing <br /> to again do the graphics for the area maps which is the only real change needed on the mailer. I agreed <br /> that we could do this as long as they gave us sufficient notice. Since they have their work planned out a <br /> year in advance this shouldn't be a problem. <br /> Sandra, I hope that making this agreement is not going to pose a problem for you regarding Sue's time. If <br /> funding becomes an issue give me a call and we can work something out. I really needed this as a <br /> bargaining chip to keep them in agreement to continue the notification process which was so successful. <br /> The alternative would likely cause us much more time dealing with upset citizens. <br /> It is beginning to look like we have the text of the full intergovernmental agreement 90% complete and <br /> may be able to have a draft to route to interested parties after our next meeting.
