The street trees do not appear to be of such density <br /> that one would consider the right of way as being "wooded ". The removal <br /> of selected existing street trees does not, in our opinion represent a clear <br /> cut. Therefore we do not believe that this requirement is applicable to the <br /> Library project. <br />
