• <br /> /7 <br /> STREET TREE REMOVAL APPLICATION <br /> CITY OF EUGENE NEW PUBLIC LIBRARY <br /> 100 West 10th Avenue <br /> Eugene, OR 97401 <br /> Page 15 <br /> (7) An exception to the criteria of subsection (6) of this subparagraph may be <br /> granted by the City if the applicant can demonstrate to the satisfaction of <br /> the City that wooded areas along ridgelines and hilltops would be retained <br /> for their scenic and wildlife habitat values, and wooded areas along <br /> property lines would be retained to provide buffers from adjacent <br /> properties. <br /> This is a flat urban site located downtown. The site is not along a <br /> ridgeline or on a hilltop. <br /> (c) In addition to compliance with the criteria in subsections (a) and (b) of this <br /> section, in the event a plot plan for full development of the property has not <br /> been approved, the proposed tree felling must also be in compliance with all <br /> of the following criteria: <br /> (1) The felling must be consistent with preservation of the site's future <br /> development potential and preservation of important natural values as <br /> prescribed in the Metro Plan and the Eugene Code, 1971; <br /> The tree felling is being done to facilitate the construction of a new Library <br /> in downtown thus preserving the site's development potential. The site is <br /> an urban site fully covered with paving and an existing structure. The <br /> proposed felling of the trees will not impact the natural values of the site. <br /> The tree are all non - native species. The existing street trees will be <br /> replaced with both street trees as well as trees onsite. <br /> (2) Wooded areas associated with natural drainageways and water areas <br /> shall be retained to preserve riparian habitat and to minimize erosion; <br /> There are no natural drainage ways or water areas associated with this <br /> urban site. This requirement does not appear to apply. <br /> (3) Wooded areas that will likely provide an attractive on -site amenity to <br /> occupants of future developments shall be retained; <br /> This is an urban site. The removal of selected trees will allow for the <br /> redevelopment of the site. The current street trees are incorporated into <br /> an existing site amenity. For the most part, they provide an implied barrier <br /> between the parking lot and sidewalks. The construction of the library and <br />
