/\ <br /> STREET TREE REMOVAL APPLICATION <br /> CITY OF EUGENE NEW PUBLIC LIBRARY <br /> 100 West 10 Avenue <br /> Eugene, OR 97401 <br /> Page 10 <br /> PROPOSAL TO MEET CRITERIA FOR TREE PERMIT ISSUANCE <br /> To aide in the evaluation of this proposal, the following is a point -by -point response to <br /> the requirements of the City of Eugene Code, Chapter 6, 6.320 Criteria for Permit <br /> Issuance and City of Eugene Tree Removal Permit Program Administrative Rule <br /> R- 6.305. <br /> CITY OF EUGENE TREE REMOVAL PERMIT PROGRAM <br /> ADMINISTRATIVE RULE R -6.305 <br /> The following is in response to the City of Eugene TREE REMOVAL PERMIT <br /> PROGRAM ADMINISTRATIVE RULE R- 6.305, R- 6.305 -D CRITERIA FOR PERMIT <br /> APPROVAL: <br /> (a).The proposed tree felling must be consistent with at least one of the following <br /> three criteria: <br /> (1) The trees are diseased, or otherwise present hazardous or unsafe <br /> conditions due to danger of falling, proximity to existing structures or <br /> proposed construction, or interference with utility service or pedestrian <br /> or traffic safety; or <br /> This development will require conformance with the minimum site <br /> coverage requirements associated with the Transit Oriented Development <br /> (TOD) Overlay Subdistrict as described in the City of Eugene Code 9.591 <br /> through 9.592. Section 9.592 (2) required that the Library project have a <br /> gross floor area equal to two times the area of the site (2 to 1 floor area <br /> ratio (FAR)). To economically meet the requirements of the TOD, the <br /> structure or portions of the structure begin to approach the property lines. <br /> The foot print of the building has been restricted in an effort to retain the <br /> trees on the west and north sides as much as possible given the <br /> mentioned requirements. <br /> The identified street trees, in most locations, are adjacent to the project <br /> excavation boundaries. Construction of the project will require excavating <br /> from the east property line to the protective fence on the west and north <br /> sides to accommodate excavation for underground parking, footings and <br /> other underground work.
