STREET TREE REMOVAL APPLICATION
CITY OF EUGENE NEW PUBLIC LIBRARY
100 West 10 Avenue
Eugene, OR 97401
Page 8
PROPOSED DEVELOPMENT AGREEMENT CONCEPT FOR PHASED REMOVAL
The project recognizes the need for the City to have an established replacement plan
as part of the tree removal permit process. The project is currently in design
development and as such, the design of the right -of -way and surrounding site has not
been completed. Despite this fact, a development agreement can be reached between
the City and the project that will provide the necessary assurances that the replacement
of the street trees will be undertaken in a responsive and responsible manner. The
project proposes to enter into a development agreement with the City for the removal
and replacement of street trees that addresses the following points:
1) The project be allowed to remove up to nineteen (19) street trees as indicated with
the understanding that no additional trees will be approved for removal in the future.
2) The project will agree to provide site and right -of -way development that will include
the planting of approximately of eight (8) new trees as tentatively shown on the
PROPOSED SITE REDEVELOPMENT PLAN (Attachment C). The exact species
and locations will be determined at a later date and will be subject to approval by the
Ci .
t
c _
..• ..
4) The project will negotiate with City on any remaining issues.
5) When agreement on all the issues are reached, the agreement shall be reduced to
writing and shall become a condition attached to the building and site development
permit.
The project believes that this is a reasonable approach which will satisfy the City's
requirements and need for assurance that the replacement work will be successfully
