M E M O R A N D U M <br /> Date : June 24, 1986 <br /> To • Mayor and City Councilors <br /> From : Ernest Drapela, Director <br /> Parks & Recreation Department <br /> Re • Resolution Declaring Dutch Ela Diseased Trees to be a <br /> Public Nuisance <br /> You are being asked to consider a Resolution declaring that <br /> Dutch Elm diseased trees located within the City constitute a <br /> public nuisance and directing their immediate abatement. The <br /> Resolution also provides that no person other than authorized City <br /> personnel may cut or remove any elm tree within the City, and any <br /> person in violation thereof would be subject to a fine of up to <br /> $200.00. <br /> Dutch Elm disease is a currently incurable disease which <br /> ultimately causes the death of the tree. A diseased tree must be <br /> promptly cut down and all wood, limbs, branches and other debris <br /> buried and the remaining stump properly treated in order to pre- <br /> vent the spread of the disease. It is for this reason that no <br /> persons other than authorized City personnel should be permitted <br /> to cut or remove any trees or debris therefrom. No charges will <br /> be made to the property owners for inspection, cutting, removal of <br /> debris and treatment of the remaining stump. <br /> One Dutch Elm diseased tree has already been located on <br /> private property within the City and cut down and the debris <br /> removed. There is a potential danger to all elm trees within the <br /> City if action is not promptly taken to inspect trees and remove <br /> those infested with the disease. <br /> The Resolution has been approved by the City Attorneys <br /> Office, notices will be provided property owners at the time of <br /> inspection, and copies of laboratory reports and a second notice <br /> will be provided to the property owners upon a determination that <br /> a diseased tree is located upon their property. <br /> I will be present at the Council meeting to answer any ques- <br /> tions you may have. <br />
