EUGENE
Public Works
Parks and Open Space Division
City of Eugene
1820 Roosevelt Boulevard
MEMORANDUM Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
www.ci.eugene.or.us /parks
Date: 7 -14 -04
To: Johnny Medlin, Director
From: Mark Snyder, Urban Forester
Subject: Robbie Park File
Attached is an abbreviated file of documents, for your use, that relate to the Robbie Park subdivision built
by Rodney Kempf. I've included copies of the original contract; his letter to us of January 26, 2004; my
letter of response dated February 10; his attorney's letter to me (Randall E. Thwing, May 10); the City
Attorney's response (Kathryn Brotherton, May 20; and the calculation sheets for the development.
Note the last page of the last attachment, which shows the application of our current methodology
($7.12/linear foot of right -of -way). That calculation would have resulted in a cost of $21,317, as opposed
to the contract cost of $23,760, a difference of $2,443.
There are a total of 68 trees in the right -of -way at this subdivision (May 14 inspection). Two of those
were planted by the developer, without a permit. Two trees were refused by homeowners. One space is
not plantable because a homeowner planted a tree nearby, just across the property line. The original
estimate of trees was 72 for this subdivision. The total number we potentially could have gotten into the
ground, without homeowner action and refusal, is 71, not too far off from the original estimate. 72
estimated — 68 in the ground = 4. 4 x $330 = $1320.
Let me know if you would like any other information for this file.
