Item 12/Protection of Human Subjects Attachment <br /> Our justification for claiming exemption 5 under item 12 on ED 424 is as follows: <br /> Project IEP is a planning, design, and evaluation project which is being conducted by the City of <br /> Eugene and its West Eugene Wetland Partners. Its purpose is to plan, create, & evaluate <br /> interpretive and educational plans, business plans and marketing documents. Project staff and <br /> public school teachers will be involved in the evaluation of these documents. The purpose of the <br /> evaluation is for document / program assessment and improvement. <br />
