See also excess cash. <br /> CFDA The acronym for Catalog of Federal Domestic Assistance. For example, CFDA code <br /> 84.063 identifies a program in the Department (84 represents the Department of Education) <br /> and the program (063 represents the Pell program). The program code is also part of the grant <br /> award number issued by the Department of Education. <br /> CLOSEOUT The process of closing a suspended grant award. During this period, the award is <br /> closed and any remaining funds are de- obligated. The award file is sent to the Federal <br /> Records Center. See also award periods. <br /> CONTROL NUMBER A 13 -digit number assigned by GAPS to all payment requests. The <br /> control number is used to track the payment request during its processing by GAPS. It consists <br /> of the date of the request expressed as YYYYMMDD and a unique 5 -digit sequence number. <br /> CMIA '90 The Cash Management Improvement Act (PL 101 -453) referred to as CMIA 90, was <br /> enacted in October 1990 for improving cash management practices between federal and state <br /> governments. <br /> DISBURSEMENTS Grant award funds drawn down and used. The Department records <br /> drawdowns as expenses. Net draws should agree with a payee's expenditures for a grant <br /> award. This term is synonymous with expenditure. <br /> DISCRETIONARY GRANT AWARD A grant award that is usually awarded by competition for <br /> a defined project for a limited time. The conditions of this award are that no future funds are <br /> committed and that the grant is fully obligated at the time award is issued. <br /> DOCUMENT NUMBER See Grant Award Number. <br /> DRAWDOWN Requesting payment for grant awards and receiving the payment into a payee's <br /> depositor account at the payee's financial institution or bank. <br /> D -U -N -S Number The acronym for the Dun and Bradstreet Data Universal Numbering System <br /> Number. The D -U -N -S number is a unique identification code that is assigned to an institution <br /> by Dun & Bradstreet, a nationally recognized credit rating bureau. <br /> EDCAPS The acronym for the Department of Education Central Automated Processing <br /> System. EDCAPS is a centralized financial management system designed to integrate the <br /> Department's separate financial processes including financial management, contracts and <br /> purchasing, grants administration, and payment management. <br /> EFT The acronym for Electronic Funds Transfer. The transfer of funds through the Federal <br /> Reserve Bank network to financial institutions (or between financial institutions) using <br /> telecommunications. <br /> EXCESS CASH The amount of federal funds in the depositor account at the payee's financial <br /> institution which have not been disbursed to recipients in the required program time frame, <br /> usually three business days.
