ABC University requests its own funds (i.e., ABC University is <br /> both the grantee and payee). <br /> o ABC University is eligible to participate in the Department of Education programs and <br /> receives a grant award (grantee). The State Controller's office requires ABC's funds be <br /> deposited in the State Treasurer's central account. The State Controller's office will request <br /> funds on ABC's behalf (i.e., ABC University is the grantee, and the State Controller's <br /> Office is the payee). ABC University will then use these funds to administer the grant. <br /> WHAT IS EDCAPS? <br /> The Education Central Automated Processing Systems (EDCAPS) is a centralized financial <br /> management system designed to integrate the Department of Education's separate financial processing <br /> including financial management, contracts and purchasing, grants administration, and payment <br /> management. <br /> EDCAPS improves the Department of Education's financial management performance by integrating <br /> three system modules into a single system. These modules include: the Financial Management Systems <br /> Software (FMSS), the Contracts and Purchasing Support System (CPSS) and the Grant Administration <br /> and Payment System (GAPS). <br /> WHAT IS GAPS? <br /> GAPS provides financial management support services for the grant life cycle in a single system. GAPS <br /> supports the planning, obligating, authorizing, disbursing, and final closing of Department of Education <br /> grant awards, including direct loans. GAPS uses the most current system and financial management <br /> technologies. (i.e. relational databases, the Internet, and a Graphic User Interface) and is an effective <br /> financial management and funds delivery system. <br /> WHAT IS e- PAYMENTS? <br /> e- Payments is the Department's Internet Web Site that allows payees easy system access to GAPS in <br /> order to request and receive funds; a user - friendly environment; easy retrieval of award and payment <br /> histories; and immediate update and notification of award authorization changes. The Internet Address <br /> is: http: / /e- grants.ed.gov/ . A user is first directed to the e -GRANT Portal Page and then given the option <br /> to access e- Payments. <br /> WHAT IS A D -U -N -S NUMBER? <br /> The Data Universal Numbering System (or D -U -N -S Number) is a unique nine -digit identification code <br /> that is assigned to an institution by Dun & Bradstreet (a nationally recognized credit rating bureau). <br /> GAPS grantees and payees must have D -U -N -S Numbers. Within GAPS, D -U -N -S Numbers replace the <br /> Entity Identification Number (EIN), the Payee Identification Number (PIN), and the account number <br /> from years past. Acquire your D -U -N -S number by calling Dun & Bradstreet at 1- 800 - 333 -0505. <br /> (Applicants for Department of Education programs are still required to provide their unique Taxpayer <br /> Identification Numbers (TIN) on grant applications). <br /> http: / /e- grants .ed.gov /gapsweb/help /intro.html 6/18/2002 <br />
