No. Unless it is specifically authorized in the earmark language, subgranting is not allowed <br /> under the FIE authority. The legal mechanism for covering allowable costs for the other <br /> entities is through your organization establishing contracts in accordance with 34 CFR part 74, <br /> Subpart P— Procurement Standards. <br /> Q. Can a portion of the grant funds be used for construction costs? <br /> A. No, construction costs are not allowed under the FIE program unless it is specifically written <br /> in the earmark language. The Department's review of the earmark language for fiscal year <br /> 2001 did not reveal construction costs under any of the earmarks. However, some funds may <br /> be used for renovation purposes, if necessary. (See 34 CFR 75.533.) <br /> Q. Computer equipment must be purchased in order to carry out the scope of work.
