General Education Provisions Act (GEPA) Requirement <br /> ' Applicants shoulda'e this section to address the GEPA provisio <br /> • <br /> • I <br /> What are we doing? <br /> Project IEP is a one year project that involves the City of Eugene, Lane Council of Governments, WBGS I <br /> Architecture and Planning, Willamette Resources and Educational Network, and the Bureau of Land <br /> Management. Specific local business films will also provide specific services to this project. <br /> This project is a planning and design project —a work party— involving a predetermined group of known <br /> professionals. They will work together to create an Interpretive Plan, Interpretive and Educational <br /> Materials, Business Plan and Marketing tools for the West Eugene Wetlands Environmental Education <br /> Center. (The Center will be constructed as soon as this planning and design phase is completed and <br /> money can be raised to build it.) Only project staff review the documents that are created under this <br /> proposal. <br /> Who is doing it? <br /> A diverse group of professionals from these agencies and other local businesses or agencies will provide • <br /> specified services to further this project. They include: Architects, Landscape Architects, Interpretive <br /> Specialists, Educators, Business Planners, Marketing & Communication Experts, City Planners, Program <br /> Evaluators, and involved Administrators and Project Managers from partnering agencies. School <br /> teachers from the local school district will serve as pilot testers for the manual we plan to produce under <br /> this proposal. A professional Program Evaluator from the University of Oregon will evaluate these <br /> processes and the products that are produced during this process. <br /> Are Special Accommodations needed? <br /> English is the first language for all those working on the project. All involved participants can read, <br /> write, see and are mobile. No special accommodations are required that are not currently in place. This <br /> project does not provide services to the public. It is not an open - enrollment project in which people can <br /> self- select to participate. No students/children are involved. <br /> The building and surrounding areas of the Bureau of Land Management site where the Education Center <br /> will be constructed and where the project meetings will be held have Universal Accessibility. <br /> What is being done to ensure that the public is accommodated after the Center is constructed and <br /> programs serving the public are in place? <br /> The Architectural design and implementation ensures that the building will have Universal Accessibility. <br /> We are planning to build a Bronze Sculpture Garden depicting enlarged plant specimens that can be <br /> touched by people with sight impairments (and others) in order to better understand plant formation. <br /> Audio /visual mechanisms will be used in exhibits for education and interpretation of key areas of <br /> . interest. Wheelchair accessible boardwalks and exploration areas willbe designed. The Interpretive Plan <br /> and Phase I Education Materials, that are being developed under this proposal, are also being evaluated <br /> I in terms of content, teaching strategies that promote understanding by individuals with differing abilities <br /> and interests, cultural sensitivity, and appropriateness for users. Materials are being examined for <br /> cultural biases, values orientation, level of adaptability and accessibility, and appropriateness for <br /> intended audiences. The University of Oregon serves as a resource in our area for the design and <br /> production of materials or education tools needed to accommodate individuals with special needs, <br /> including the provision of students who can interpret programming for hearing impaired visitors. <br /> Equal Access <br /> • <br /> The City of Eugene and all partnering agencies actively protect the rights of individuals to equal <br /> opportunity in education and employment without regard to race, color, sex, national origin, age, <br /> religion, marital status, handicap, veteran status, sexual orientation or any other extraneous consideration <br /> not directly or substantively related to effective performance. The City of Eugene and partners also <br /> affirm their"commitment to actively seek participants from handicapped, social or ethnic minority <br /> groups. <br />
