Within the WBS, this <br /> activity is described for numerous specific tasks and applications. <br /> SPECIFIC WORK AREAS AND ACTIVITIES <br /> City of Eugene <br /> 1. Identify viable opportunities for multiple - benefit (restoration) projects along the <br /> Amazon Creek and its tributaries. <br /> We hope to explore and broaden the perspective on what constitutes "restoration" (in <br /> terms of viable GI /specific authorization and/or CAP restoration projects); define the <br /> parameters (fish/wildlife habitat; water quality; recreation; water quality, etc) for further <br /> study and the metrics (beyond only habitat units and cost) we will use to compare and <br /> select alternatives. Amazon restoration projects could include: creating a low flow <br /> channel; providing areas for overbank flows; replanting with native vegetation for habitat <br /> and erosion control; re- aligning recreational paths to provide additional space for the <br /> creek; and potentially some settling basins for treating the discharges from outfalls. <br /> Eugene has targeted in -kind services toward this study effort, including is general line <br /> item funds, technical team participation, and review of materials. <br /> 2. Address systemic bank stabilization problems on Amazon Creek. <br /> The city expends considerable resources on remedial repair of chronic and episodic <br /> erosion of the Amazon channel. It believes this "band -aid" approach can be examined, <br /> and better solutions conceived in the context of a comprehensive plan to address the <br /> problem - not just the symptoms. We will assess and diagnose the systemic problem; <br /> begin development of a set of alternatives which can be compared and narrowed down to <br /> viable and cost effective solutions. In the end, the solution will likely be a palette of <br /> options for different circumstances, in the context of an understanding of causal effects as <br /> well as long term goals. <br /> The City has targeted in -kind services toward this issue: FTE funded from two annual <br /> CIP budget line items (Streambank Stabilization & Outfall Stabilization); the general line <br /> item cash, plus study and technical team participation, and review of materials. <br /> 3. Develop an Amazon Creek Habitat Enhancement Plan. <br /> Currently we have no comprehensive plan for habitat and water quality enhancements to <br /> Amazon Creek. The City has developed Open Waterway Maintenance Plans, including <br /> for the Amazon Creek, but those are more focused around specific management actions <br /> and are not detailed with respect to habitat enhancement opportunities and constraints, <br /> and other multiple purposes. There may be a need, if major enhancements are desired, to <br /> conduct hydraulic modeling to confirm and ensure capacity and flood control needs are <br /> met. We will scope out what should be in the habitat enhancement plan, what data needs <br /> to be collected and analyzed, and perform the data collection and analysis. <br /> City's in -kind services: staff time (Parks and Open Spaces) and, potentially, pursuit of <br /> funding support for contractual modeling services in the future. <br /> 6 <br />
