STAFF TIME (CITY ONLY) <br /> The City of Eugene will implement management for threatened and endangered plants and <br /> prairie habitats on BLM lands. The Technical Specialist will oversee contracts for mowing and <br /> hand treatment of woody vegetation and invasive species. Hand treatment will occur from May - <br /> September, to control invasive species with early and late phenology. Mowing will occur in late <br /> summer, when soils have dried out enough to allow access by machinery. The Technical <br /> Specialist will instruct each of the contractors on specific actions and timelines, and inspect <br /> Contractor work. <br /> The Technical Specialist will also supervise 2 seasonal land stewards for a period of 6 weeks. <br /> Land stewards will conduct land management activities, working with a youth crew as available. <br /> Stewards will focus on removal of trees and woody vegetation from prairies, and from areas <br /> immediately overtopping rare plants. <br /> The City of Eugene's Restoration Ecologist will be responsible for developing the draft Action <br /> Plan for recovery of Bradshaw's lomatium, Kincaid's lupine, and Willamette daisy in the West <br /> Eugene Wetlands. This will include synthesizing plant population data from multiple agencies, <br /> creation of a detailed map using ArcGIS for identifying potential functioning networks and suitable <br /> habitat for each species, holding scoping meetings, and facilitating the adoption of a unified vision <br /> and Action Plan among the West Eugene Wetlands Partners. The Action Plan will be printed and <br /> distributed upon completion. <br /> CONTRACTUAL SERVICES <br /> The WREN Environmental Education Coordinator will facilitate meetings, oversee the creation of <br /> an advisory committee, and supervise the Citizen Science Coordinator. The Citizen Science <br /> coordinator will recruit volunteers, develop training materials and conduct training workshops for <br /> citizen scientists, organize and implement the first project, and write the report. A consultant from <br /> the Urban Ecology Center will provide professional expertise to WREN in the development of the <br /> Citizen Science program. Institute for Applied Ecology staff will oversee and conduct monitoring <br /> of threatened and endangered plant species and high priority habitat areas on BLM lands. The <br /> Monitoring Technician will conduct site visits and record data for 18 known populations of the <br /> three listed plant species, and conduct habitat quality assessments at 12 high - priority prairie <br /> sites. Assessments will include percentage cover of woody vegetation, invasive species, litter and <br /> thatch, and native species. The Monitoring Specialist will supervise the Technician, including <br /> comparison of monitoring data to USFWS draft recovery targets. Contractor services will be <br /> provided for mowing and hand treatment of invasive species and woody vegetation on BLM land, <br /> and herbicide treatment for Armenian blackberry, reed canary grass, and Scotch broom on <br /> private land. On private land, fill will be removed from prairie areas, which will be recontoured to a <br /> natural grade for wet prairie and vernal pool habitat. <br /> MATERIALS <br /> Land stewards will conduct land management activities, working with a youth crew as available. <br /> Materials may include shovels, hammers, hand tools for digging, weed wrenches, weed whacker <br /> blades and fuel, shadecloth, stakes, garbage bags and pin flags. The City can provide many of <br /> these tools already, NFWF funds would be used on a project -by- project basis as needed. <br /> PRINTING <br /> NFWF funds will be used to print 5 hard copies of the Action Plan. The print copies will be <br /> distributed to West Eugene Wetlands Partners and USFWS. The report will also be posted to the <br /> Reports page on the West Eugene Wetlands website (www.eugene- or.qov /wetlands). <br />
