MEMO <br /> TO: Jim Johnson, City Manager <br /> FROM: Andrea Riner, Parks Planning Manager <br /> DATE: November 1, 2000 <br /> RE: Bethel School District Alternative High School <br /> A meeting was held October 27` to discuss the following issues relating to the proposed land <br /> exchange with Bethel School District for a future alternative high school site: <br /> • Project constraints and options; <br /> • Candlelight Park issues; <br /> • Potential trade sites; and <br /> • Next steps. <br /> Staff attending the meeting included Jim Croteau, PDD and Assistant City Manager (AIC); <br /> Louis Kroeck, PWE; Linda Phelps, Recreation Services; Scott Duckett, Water Resources; and <br /> Andrea Riner, Parks Planning. A summary of the staff discussion follows. <br /> PROJECT CONSTRAINTS /OPTIONS <br /> A desirable high school location will have good vehicular and bus access, is not adjacent to an <br /> elementary school, and will have access to City services. The School District is hoping to <br /> construct the project in the next construction season. This limits the site selection to sites <br /> which can be easily acquired or traded for, quickly obtained building and /or land use permits. <br /> There is considerable concern that even with the best case scenario this schedule is not <br /> attainable. In addition, the School District has expressed an interest in obtaining sites with <br /> little or no wetlands, and with completed wetland delineations. This condition is linked to <br /> the schedule limitations and to the risk associated with the wetland permit process. Very few <br /> park sites have completed wetland delineations. <br /> The District does not have funding to acquire property outside of the site identified for the <br /> future elementary school. Any City land used for the high school site will need to be <br /> exchanged for existing school district property or possibly for a portion of the Terry and <br /> Royal site. Land exchange and land development proposals will require significant public <br /> involvement, some of which may be able to occur concurrently with a CUP process.
