Tax <br /> revenue would fall within the General Government tax cap and would contribute to tax compression. <br /> County Service District <br /> This type of multipurpose district may provide for operation and maintenance of street lighting under <br /> ORS Chapter 451. Lane County Boundary Commission has jurisdiction over formation or modification of <br /> a County Service District. The County Board would act as the District's governing body. State statutes <br /> provide that only one County Service District may serve any particular area within Lane County, so the <br /> existing Metropolitan Wastewater Service District would need to be modified or replaced to allow for <br /> maintenance and operation of street lighting services within the City of Eugene. Assessments and user <br /> charges may be levied on benefited properties, or an ad valorum tax may be approved by the voters under <br /> double majority rules. Ad valorum tax revenue would fall within the General Government tax cap and <br /> would contribute to tax compression, while assessments and user charges would not. Clackamas County <br /> uses a County Service District for provision of street lighting to unincorporated areas and the City of <br /> Happy Valley. <br />
